Can I take the car out of Romania without the approval of AIC Rent a Car?

Vehicles are not allowed to leave the territory of Romania without our approval! If you leave the country without our approval, the rental rate will be increased by at least 100%, additional fees will apply, and the deposit will be forfeited.

Insurance, vignettes and parking

The mandatory insurance (RCA) and the vignettes valid in Romania (ROVINIETA) are paid for by our company. Vignettes for other countries, as well as parking and all tolls, both in the country and abroad, will be borne by you.

Driving license
  • It must have been issued at least one year before the car rental date;
  • It must be issued by the authorities of the country in which you are a resident;
  • To rent a car in Romania, all drivers must present both their national driving license and their international driving permit at the rental office if:
    • they hold a driving license issued in Europe and are renting in a country outside Europe;
    • they hold a driving license issued in a non-European country and are renting a car outside that country;
    • I hold a driving licence that is not written in Latin characters, such as those in Arabic, Greek, Russian, Hebrew or Japanese.

If they do not comply with the above provisions regarding the international driving permit, drivers driving in Romania may be charged with driving without a valid license. Their driving license may be retained by the traffic police because it was not accompanied by an international permit, and criminal proceedings may be initiated against them. They will no longer be able to drive their rental car and will have to make other arrangements for returning the vehicle, which would lead to significant additional costs.

Normal conditions of use

The client undertakes to drive the rented vehicle in compliance with the legal provisions regarding traffic on public roads. The car will be driven ONLY on NATIONAL or EUROPEAN roads that are properly marked. It is forbidden to drive the rented car on unpaved, unmarked country roads, forests, or forest roads.

The client will keep the keys and the registration certificate on them at all times when not inside the rented car and will not entrust them to any other person who is not listed in the car rental contract.

You must not overload the rented vehicle or use it for freight transport. You must not use the vehicle for races, tests, or to push or tow other vehicles or trailers.

No repairs shall be carried out on the rented car except at authorized garages and only with the owner's consent and in accordance with the owner's instructions. Payment for the work carried out shall be reimbursed based on the invoice issued in the owner's name, accompanied by the repair estimate. The customer shall not leave the car open (doors, windows, trunk compartment) with the keys in the ignition.

The customer shall use the rented vehicle in accordance with the instructions for use issued by its manufacturer.

What's not included

Fuel costs (the car is delivered with a full tank, diesel or petrol), a cleaning fee of 20 Euro if the car is not washed before return, and the fines received by the customer for traffic violations.

The replacement of the defective vehicle is not included if the malfunction that occurred is caused by improper use of the vehicle or in the event of an accident after which the vehicle is no longer safe to use, and the fault, according to the report drawn up by the Police, belongs to the customer.

Warranty and payment

The warranty

The security deposit represents the customer's deductible under the FULL CASCO insurance contract and protects them against any damage caused to the car through their own fault. For any car rented from our company, a security deposit of between 300–1200 euros will be charged for the territory of Romania, and if leaving the country is desired, the deposit is between 600–1500 euros.

The deposit can be paid in cash and/or by card and is paid at the time the car is picked up. The amount blocked as a deposit is determined according to the class (category) of the reserved vehicle, as shown in the rental agreement, with the customer knowing the deposit amount before it is concluded.

The guarantee or part of it will not be returned in the event that:

  • The vehicle has faults or damage: scratches or damage to the paint, bodywork or interior (upholstery, dashboard, etc.), bent, cracked or scratched rims, defective tires, cracks and scratches on the windshield or other types of glass (headlights, mirrors, rear lights), missing or broken parts, or any other damage and defects other than those highlighted in the Vehicle Delivery/Return Form, in the "Delivery" section.
  • The Client declares that they agree with the method of quantifying damages, assumes the content of the contractual clause, and agrees to the subsequent debiting of the amounts owed from the guarantee provided upon signing the contract, as well as to the payment of additional costs, where applicable.
  • The Client does not return the keys, documents, and accessories received together with the car.
  • The car is not returned at the time and place agreed upon between the parties, unless the customer notifies the lessor and the latter gives written consent to changing the date and place of return.
  • Upon return, the technical condition does not correspond to that at the time of pickup, or the gearbox or engine shows damage due to improper use, visible and acknowledged by the customer or determined by assessment at an authorized service.
  • The customer did not comply with the terms or other obligations of the contract, resulting in damage to the vehicle.
  • In the event of damage that is not recorded in the Vehicle Delivery/Return Form, the customer must present upon return the Damage Assessment Report, Annex 2 for the insurance company, the Repair Authorization (with the police officer's signature and the police station's stamp), as well as the rest of the documents required to repair the vehicle. Otherwise, the entire deposit will be forfeited.
  • The customer is liable for damages, in particular for damage caused to the vehicle, up to its current market price, plus the costs and expenses incurred for taking it out of service, as well as for paying damages caused to a third party.

The security deposit is refunded:

  • When the car is returned in the same condition as at delivery, in accordance with the contract concluded between the parties;
  • The car is returned without damage other than that noted in the delivery sheet;
  • In the event of damage/loss caused by third parties, the customer presents the necessary documents proving their innocence;
  • The car is not returned excessively dirty;
  • The car is returned with the same amount of fuel with which it was delivered;
  • Accessories (for example GPS, child seat, snow chains) are returned in working condition, without damage or defects other than those noted in the delivery sheet;
  • In the case of damage caused by another traffic participant, the client's innocence is proven by the accident report issued by the competent authorities.

In all situations, the conditions of the rental agreement also apply.
